Isaiah 61, Luke 4:18-19,

“The Spirit of the LORD is upon me,
Because He has anointed me
To preach the gospel to the poor;
He has sent me to heal the brokenhearted,
To proclaim liberty to the captives
And recovery of sight to the blind,
To set at liberty those who are oppressed;
To proclaim the acceptable year of the LORD.”
We, as vessels, bring Healing, wholeness and Freedom to the members of the Body of Christ so that the members of the Body of Christ are restored and begin walking in their calling and fulfill their destiny, claim back their inheritance which the Enemy had stolen from them
Our Mission
To provide prayer ministry to individuals who need inner healing, freedom from strongholds and bondages
To provide Encounter weekends where there will be teaching, equipping, ministering, providing opportunities for individuals to encounter the Father’s healing Love
To train and equip individuals how to minister to self and to others
To train ministering team (on going) to fulfill Isaiah 61 and Luke 4
To bring Restoration Ministry of Healing, Freedom, Embracing the Father’s Healing love
to the nations
To eventually establish a healing Center, “Oasis”, where the broken, the captives can come aside for a period of time to be restored, nurtured into wholeness, then to be discipled and equipped to walk into their calling and destiny.
More About Restoration Ministries
Since Jesus Himself spoke of His ministry as in Luke 4:18, He also commanded us believers to follow the same example and do the same thing.
Since the Fall of mankind, and because of the sins and iniquities of our forefathers,
in one way or the other, we have all lived under some types of burden, pressure, influences or curses, and we often wonder why. We have all been wounded to one degree or another, and some of us wanting so badly to be freed from our pain and be
whole and we don’t know where and how we could get help. Some of us feel the alienation toward self, others and God, yearning for that love and intimacy. Some of us have been living in prisons: prison of anger and hatred, prison of addictions, prison of self-hatred, prison of victim, prison of depression, prison of lust, prison of jealousy and envy, prison of striving, prison of loneliness, prison of fears and anxiety, prison of rejection……on and on.
You want to get out those prisons, but how?
Restoration Ministries has integrated many models of healing and deliverance and are seeking to provide an elective, balanced, detailed type of ministry where one will spend average 2 to 3 hours with a minister(s)/prayer facilitator(s) in a ministry session, where in a safe, non-judgmental, loving environment, the ministers facilitate for the one to encounter God for healing and deliverance.
The ministers pray asking God to reveal the root(s) of the problem issues:
- it could be generational;
- it could be childhood wounding, like rejection, abuse or abandonment;
- it could be personal sins or meddling with the witchcraft and the occult;
- it could be harbored anger, unforgiveness, hatred and bitterness;
- it could be the lies one believed;
- it could be trauma one experienced;
- it could be self curse, inner vow or someone cursed you
- it could be through ungodly ties
Then, they invite God to come to minister, to touch, to heal and to set free.
Restoration Ministries is not a counseling ministry!
Restoration ministries is mainly a healing ministry, deliverance is only part of it.
Demonic oppression is secondary, it is not the root cause. Doing deliverance but not removing their legal grounds (dealing with the root issues) many times only invite more demons back. (Jesus gave the example of after sweeping clean the house, 7 more demons came back).
Some deeply wounded and oppressed people need more than just one session.
Restoration ministries seek to not just get someone from –80, -60, -40….to 0, but to help the person begin the journey of “Restoration” - taking back all the Father has for him/her, which have been stolen by the Enemy:
Finding one’s true identity in the Father
Intimacy with God: Father, Son and Holy Spirit
Possess our pre-ordained inheritance and birthright
Walking in our predestined calling and gifting
Spreading His Kingdom with power on earth as it is in Heaven
Our History
In the year 2000 a team from Jubilee Church went on a Summer Mission to Taiwan. Among them were Senior Pastor Steve Dittmar, Pastor Guillermo Romero (Missionary to Peru at that time) and Steve and Shirley Quon (new members, just moved from Orange County). The Pastors got to know the Quon’s and witnessed some of the deliverance work they did. After that, Pastor Steve began to refer some people to be ministered by Shirley, and Pastor Guillermo asked her to take over Jubilee’s new church membership classes’ one day Freedom Encounter in the year 2001. That was the beginning of Restoration Ministries in Jubilee Church. Since then Shirley has been given the responsibility of “Director” over Restoration Ministries. Since 2001, the ministry has averaged over 100 individuals receiving one-on-one personal ministry per year, and over 100+ people attended English Encounters annually. (These are people ranging from MD’s, Psychiatrist, Marriage and Family Counselors, Lawyers, Pastors to the Homeless and Drug Addicts, and all in between.) There have also been Children’s Encounter and Chinese Freedom Encounter held at Jubilee Church. Over the course of time, Restoration Ministries has been invited to speak to different church retreats. Restoration Ministries has also spread to South America, and overseas to Taiwan and Mainland China giving Encounter workshops and personal ministry to pastors, leaders, and youth. A major facet has been training church pastors on how to minister and do Encounters. For example, in Peru, there are two churches already doing personal ministry and giving Encounter workshops to minister to the hurting, and training others to do the ministry. Restoration Ministries has compiled two manuals: one for those taking Encounter workshops, and the second a 70-page manual of “Ministry tools” for ministry teams to use when ministering to others. The manuals, originally developed in English, have also been translated into Spanish. Restoration Ministries is also involved in ministry multiplication. To that end there are on-going classes for people who are interested in more detailed training to minister to others in healing and deliverance. There are currently about 15 people who are attending regular training classes. Restoration Ministries has an ongoing ministry to the California Youth Authority.

“My children and granddaughter have been greatly ministered to through the tools of this ministry. My granddaughter is an ice skater and is succeeding to change her ungodly belief system about her abilities and using bible verses to build her faith up in Godly beliefs, thus achieving great success and her pros are noticing her improvement. She's canceling Satan’s assignment in her life and breaking the power of agreement with the enemy’sf words that were spoken against her. She's making it an everyday practice. The people at my school know that I am praying for these kids and they are amazed at the improvement of the little boy that I'm one on one with. He has c/palsy and can't talk. I prophesy healing to him all the time. When I came into the classroom no one wanted to work with him because of his condition. He was so difficult to handle. He wouldn't sit in a chair and he was always crying. Now crying has stopped and he sits as long as needed in his chair and everyone likes him. He's learning more and more everyday!”

“I have struggled with endometriosis for years. After my uterine artery embolization outpatient surgery in September 2004, my symptoms got worse in Oct 2004. My doctor told me 90% of the women get better. I was in the 10% that did not get better. He did an MRI in Dec 2004 saying I had a mass in the uterus that his procedure could not cure. He said there wasn’t anything more he could do for me.
I still didn’t want to do what the various doctors wanted which was to get a hysterectomy. Instead I received 3 full days of prayer sessions by the pastor of Restoration Ministry from Jubilee and with Rob being my intercessor that Nov and Dec. 2004. She spent time praying off generational iniquities, false beliefs, hurts and prayed for my healing. The result: I didn’t need a hysterectomy in Dec. 2004.
Since Jan. 2005, I’ve had normal periods. I know it was because the Lord healed me through the prayers I received. I’m no longer anemic and for this past year I’ve had energy that I haven’t had for years! It’s the first time I’ve had a normal period since junior high school days! Praising God for His goodness.”

“Sometimes the love of God is hindered from getting into the deeper places of our hearts because our hearts are closed due to wounds and hurts, misunderstandings of who we are in Christ and the character and nature of God. This is one of the profound truths that was reinforced during the Restoration Ministry. I know that in surrendering to the Lord and yielding to His will, that healing comes. I have seen this and experienced this in my own life. But I also knew that there was something that I was not “seeing” that was hindering my life. I was having a growing fear of leading and speaking in public and it was creating nervousness and feelings of inadequacy. This was my personal reason for attending the Restoration Ministry weekends.
I am so thankful that I attended the restoration ministry weekends. On the second day of the first weekend, during prayer, the Lord revealed to me that I felt “hidden” and “unseen” as I grew up. This feeling, was reinforced in many different settings- home, school and even church. This lead to an important understanding about myself, which was that I felt I should be hidden, as I was not worth noticing. During prayer that day, I felt as though, God had opened a secret, hidden door to my heart that I never knew was there. This understanding was so profound! I was moved very deeply by this revelation. I also felt God saying, that He saw me. I was never hidden from Him. As wonderful as this was, my immediate response was twofold. First, awe that the Lord would show me this and love me so much, and second, a feeling of fear. I now understand (though didn’t at the time) that the fear came because the belief about myself that I was hidden, was part of the foundation of who I was. Seeing this so clearly about myself, I felt as though my whole foundation was being altered. Would God be there to fill this hole? The scriptures that were given to us in those two weekends and the prayers that were prayed were very helpful to me. But working through the scriptures with the Lord in prayer and with others too, took time. Many habits and ways of viewing myself, had come from this lie. In fact, the Lord is still helping me with this and periodically reveals a new “branch” that comes from this. Most of the time right now, it is practicing what He has shown me, and simply trusting Him. The fear I felt, has over time been replaced with peace and a better understanding of who I am in Christ and how the Father views me. The two sections of the material that helped me the most in dealing with all I just mentioned, were the sections dealing with both father and mother issues. These sections also helped me later as I went back to them, after the ministry weekends were over. I have used the father section to share with another who has fear and anxiety. Praise to the Lord for all He has done!
I also learned to pray about generational “curses”. This was brand new to me. One “curse” that my children were both dealing with was severe acne. As I prayed, I confessed the sins of the past which we were guided to do. Both the kids’ acne began to clear. It is not totally gone, but it is not near the issue it used to be. Praise God for that! I am still learning about this area, as we meet together.

I’ve been a full time Sheriff Deputy for 29 years, and if you know anything about law enforcement officers, you know they are skeptical and have a lack of trust. This comes from the negative atmosphere we work in on a daily basis. You see, society views police as a necessary evil. There’s an old police saying, “If their lips are moving, they’re lying.” So we tend to have a judgmental, non-trusting and testing personality. I guess you could say, due to my chosen profession, I have developed a lot of spiritual and emotional baggage; so when I was invited by my wife and sister-in-law to just “listen to and observe Steve and Shirley Quon, it took a while before I would swallow my pride and submit myself under their leadership. Due to my love for the Lord, I submitted and I was so very glad I did. At the end of the Restoration Ministries sessions, not only did I understand more about the war in the supernatural realm, which continually affects us all, I became a changed person, because I now had an understanding of what I was battling and how to become a victorious overcomer. I really began to open my spirit and soul during the “Freedom Encounter” sessions.
